Npower: Presidency Silent on Betta Edu's Investigation Forty Three Days After President Bola Ahmed Tinubu’s Directive

According to Npower six weeks after President Bola Ahmed Tinubu suspended Betta Edu as Minister for Humanitarian Affairs and Poverty Alleviation, and directed her investigation, the Presidency has been mum over the issue.

President Bola Ahmed Tinubu’s directive, which came in the wake of public outburst, was based on allegations of misappropriation of funds in Betta Edu’s ministry.

According to Npower the former minister, Betta Edu had found herself caught in a web of controversies; first for allegedly endorsing funds for air fare to Kogi — a state with no airport.

The alleged approval was contained in a leaked internal memo dated November 6th, 2023.

According to Npower, in the leaked internal memo, the sum of N72,374,500 was allocated to the minister’s “advance team” to travel by air for an “event” in Kogi.

Each of the minister’s “advance team” members, including aides, was allocated the sum of N200,000 for flight tickets, N20,000 for airport taxi, local running expenses, and DTA depending on grade level — all amounting to N72,374,500. The sum of N300,000 was earmarked for Betta Edu’s flight ticket.

According to Npower, few days later, another leaked memo surfaced online, wherein Betta Edu requested Oluwatoyin Sakirat Madein, the accountant-general of the federation, to pay N585 million to the personal account of a government official.

The money was to be transferred from the National Social Investment Office (NSIP) account to a bank account owned by Bridget Oniyelu, the accountant of Grants for Vulnerable Groups (GVG), a federal government intervention initiative.

As a result of the outcry by Nigerians over the scandal, President Bola Ahmed Tinubu suspended Betta Edu on January 8th 2024 and directed the Economic and Financial Crimes Commission (EFCC) to “conduct a holistic and thorough investigation into all aspects of the financial transaction” involving Betta Edu.

According to Npower, President Bola Ahmed Tinubu also directed a panel headed by Wale Edun, minister of finance and coordinating minister of the economy, to “among other functions, conduct a comprehensive diagnostic on the financial architecture and framework of Npower and other social investment programs with a view to conclusively restructure the relevant institutions and programmes”.

President Bola Ahmed Tinubu also suspended all administered programmes by the National Social Investment Programme Agency (NSIPA). The humanitarian ministry supervises the NSIPA.

However, forty three days after President Bola Ahmed Tinubu’s directives, little has been heard about Betta Edu's investigation and Npower.

According to Npower, Edun’s committee has met twice over the matter, but the presidential spokespersons, Ajuri Ngelale, special adviser on media and publicity, Abdulaziz Abdulaziz, senior special assistant on print media, Tope Ajayi, senior special assistant on media and publicity, Fredrick Nwabufo, senior special assistant on public engagement, and Dele Oyewale, spokesperson for the EFCC, have all failed to respond to calls or messages when contacted for an update on the investigation.

Npower News: How Contractor Refunded ₦30,600,000 Payment

 

According to Npower News, reports have surfaced online of how a Federal Government contractor, Mr. James Okwete, refunded the sum of ₦30,604,651.16 to the Ministry for Humanitarian Affairs and Poverty Alleviation after receiving double payment for a completed contract under ex-Minister, Sadiya Umar Farouq.

According to Npower News, reports obtained from reliable sources showed that the payment was part of a ₦35,000,000 contract for the “Design and Development of N-Knowledge Training Manuals for N-Hardware Beneficiaries North-Central (Lot B17).”

According to Npower News, the contract was given to Mr. James Okwete through his company, Adatech Integrated Services Limited on 29th December, 2020, and announced on 4th January, 2021, under Npower.

The procurement was signed by the Director of Procurement, Mr. F.O Shittu, on behalf of Sadiya Umar Farouq.

According to Npower News, some of the materials procured were: a manual content development to develop a training manual for the N-Tech Hardware track worth ₦5,950,000 and the printing of a training manual for N-Knowledge (hardware track) worth a total of ₦26,608,139.54.

A total of ₦32,558,139.54 together with Value Added Tax (VAT) at 7.5% worth ₦2,441,860, making a grand total of ₦35,000,000.

According to Npower News, in a letter dated April 27th, 2021, the National Social Investment Programme, wrote to the Managing Director, Adatech Integrated Services Limited, informing him of the wrongful double payment of N30,607,651 with respect to the Design and Development of N-Knowledge Training Manuals for N-Hardware Beneficiaries North-Central (Lot B17).

The letter was signed by the Director of Finance and Accounts, National Social Investment Programme (NSIP), Mr. Adaramoye Joseph, for the Minister for Humanitarian Affairs and Poverty Alleviation.

The document read, “The Managing Director, Adatech Integrated Services Ltd. Suite B, Block C. Commerce Plaza Bhd Old secretariat Area 1. Abuja

“Reference the above subject, please. It was discovered that your company was wrongly paid twice in respect of the above contract to the tune of Thirty million, six hundred and four thousand, six hundred and fifty one Naira, sixteen kobo (₦30,604,651.16) only. The amount was paid twice into your Bank account details below Bank: First Bank of Nigeria plc. Account No: 2021481488

“You should please refund the sum of ₦30,604,651.16 to Account Name: National Social Investment Programme Remitta- RRR GIFMIS CODE-0544003001, NARRATION- Refund of Payment.”

According to Npower News, in response to the request in a letter dated June 23, 2021, Mr James Okwete’s Adatech Integrated Services Limited, wrote to the Permanent Secretary, Ministry of Humanitarian Affairs, acknowledging receipt of the letter and intention to pay back the money.

The document read, “We write to acknowledge the receipt of your letter dated April 27th, 2021, and to reassure you of our intention to refund and correct the transaction error from your end.

“The sum of ₦30,604,651.16 was actually received into our account in double credit entry through our First Bank account. However, our Director is not in the country at the moment, he is yet to return from his trip. We assure you by this letter that we will arrange for this payment to be refunded as soon as he arrives in the country in no distant time.

However, a Remita payment document with serial number 1105-5500-0255, which was retrieved, further showed that on October 13th, 2021, Mr James Okwete’s Adatech Integrated Services Limited, paid back the total sum of ₦30,604,812.41 to the National Social Investment Programme (NSIP), Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development.

According to Npower News, a copy of the company’s bank statement showing the refunded transaction was also obtained.

Confirming the refund in another letter, Adatech Integrated Services Limited, in a letter signed by the company’s Manager, Mr. Obi Stanley, noted that it attached the refund confirmation and a copy of the refund evidence.

The document reads, “Director, Finance and Accounts, National Social Investment Programme, Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development.

“We write to inform you that we have identified and rectified an error regarding the double payments made by your ministry to our company. We are pleased to inform you that we have processed the refund for the duplicate payment, and the amount has been credited to your account on October 31st, 2021.

“We deeply apologise for any inconvenience this may have caused and assure you that it was not our intention to receive duplicate payments. As soon as we discovered the error, we took immediate action to investigate, resolve, and refund the overpayment

“We have attached the following documents for your reference: 1. Award letter with file no: FMHADMSD/PROC/01063/Vol.1/III. 2. Refund Confirmation: A copy of the refund evidence. 3. Bank Statement: A copy of our bank statement highlighting the refund transaction.

“We kindly request a form of confirmation/clarification from the ministry as evidence that the refund has indeed been received. Thank you for your prompt attention to this matter. We look forward to continuing our positive relationship with your ministry.”

According to Npower News, the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development has been under investigation by the Economic and Financial Crimes Crimes Commission (EFCC) for alleged cases of misappropriation of funds.

The major public officials that have been indicted by the anti-graft commission include former Minister in charge of Npower Sadiya Umar Farouq, suspended Minister in charge of Npower, Beta Edu, and suspended former Coordinator, National Social Investment Programme (NSIP) Ms. Halima Shehu.

While Sadiya Umar Farouq is being proven for alleged misappropriation of ₦37,000,000,000, Betta Edu is under investigation for alleged ₦17, 500,000,000 fraud, while Ms. Halima Shehu is being probed for alleged laundering of ₦44,000,000,000, all under the same ministry.

Npower News: Gbajabiamila Accused of Corruption That Involved Betta Edu

According to Npower News, the speaker of the House of Representatives, Tajudeen Abbas, has implored EFCC the Economic and Financial Crimes Commission to start an investigation on alleged corruption charges against Femi Gbajabiamila, the chief of staff to the President.

According to Npower News, the speaker of the House of Representatives, Tajudeen Abbas made the call on Thursday, February 8, 2024, during a press conference on the state of Nigeria. 

Femi Gbajabiamila, the chief of staff to the president, who was the immediate past speaker of the house, has been accused of corruption that involved the former minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu.

According to Npower News, the speaker of the House of Representatives, Tajudeen Abbas, called on Nigerians to avoid spreading fake news and make constructive criticism so that government officials can be properly made accountable. The speaker of the House of Representatives, Tajudeen Abbas affirmed that the allegation against the president's chief of staff Femi Gbajabiamila can make the democracy of Nigeria less effective. 

The president's chief of staff Femi Gbajabiamila said defamation of ones character on the cyberspace could mar the reputation and integrity of a person or an organisation.

Npower News: Other MDAs That Made Payment Into Private Accounts Other Than Betta Edu, Npower Payment To Start Soon As Final Investigation Draws Closer

 

According to Npower News, weeks ago, Betta Edu the former Minister for Humanitarian Affairs and Poverty Alleviation, was removed from office by President Bola Ahmed Tinubu following a leaked memo of her request for the payment of ₦585,200,000 public funds into a personal account which contravenes the constitution . However, previous records show that the “crime” Betta Edu was accused of is common across several Ministries, Departments and Agencies (MDAs).

According to Npower News, at least ₦159,626,619,959 was paid into personal accounts by Ministries, Departments and Agencies (MDAs) in six years, according to records from Govspend, a platform tracking government spending.

The reports do not vindicate Betta Edu but indicates that the problem is not peculiar to Betta Edu and is a common phenomena within the Nigerian government.

According to Npower News, the Office of the Special Adviser to the President on Niger Delta tops the list of Ministries, Departments and Agencies (MDAs) making such controversial payments with a total payment of ₦8,300,000,000 in one hundred and thirty transactions to Ebikabowei Victor-Ben, an ex-Niger Delta militant.

The Nigerian office of the New Partnership for African Development, a pan-African poverty-eradication programme funded by member states, comes next having paid ₦1,500,000,000 in one hundred and eleven tranches to one Afangekung Mfon Okon.

According to Npower News other Ministries, Departments and Agencies (MDAs) that made multiple payments into personal accounts include the Ministry of Information and Culture, Ministry of Communications and Digital Economy, Ministry of Power, Ministry of Women Affairs, Economic and Financial Crimes Commission (EFCC), Office of the Accountant General of the Federation and Secretary to the Government of the Federation (SGF).

According to Npower News, over ₦13,000,000,000 public funds was transferred into personal accounts in 2023, last year, more than ₦13,600,000,000 was paid into personal accounts in violation of the country’s Financial Regulations 2009.

The violators include the Office of the Secretary to the Government of the Federation of Nigeria (SGF), Ministry of Women Affairs, Ministry of Finance, Budget and National Planning and many parastatals.

According to Npower News reports showed that the Office of the Special Adviser to the President on Niger Delta made payment of ₦4,700,200,000 into personal accounts of some camp leaders in the Niger Delta where the quest for oil wealth and agitation against environmental pollution have propelled militants to take to violence against the state.

According to Npower News, in a total of ten transactions, Mr Victor-Ben, the ex-militant also known as Boyloaf, received ₦564,700,000 from the office between July and November 2023. According to the transactions’ descriptions, the money was meant for “delegates of Boyloaf camp.” Payment was made into Ebikabowei Victor-Ben's account in 2023, his partners also benefited, having received ₦3,500,000,000 collectively.

Despite its duties, the Office of the Secretary to the Government of the Federation of Nigeria (SGF), was also involved in making payment to a personal account. The Office of the Secretary to the Government of the Federation of Nigeria (SGF paid public funds amounting to ₦3,100,000,000 into fifteen individual accounts between March and December 2023.

According to Npower News, Sadiya Umar Farouq, ex-Minister of Humanitarian Affairs, Disaster Management and Social Development, transferred at least ₦918,500,000 public funds into personal accounts.

According to Npower News, the Ministry of Finance, Budget and National Planning paid ₦1,500,000,000 in tranches to sixteen individuals for various projects and services between February and December last year.

In other transactions, the Ministry of Women Affairs paid ₦1,600,000,000 into the personal accounts of unidentified individuals for travel expenses, relief materials for widows, and monitoring and evaluation of capital projects among others.

According to Npower News, between March and September, The New Partnership for Africa's Development (NEPAD) paid ₦1,600,700,000 into the personal accounts of two individuals, Bello Nagwaggo and Afangekung Mfon Okon.

According to Npower News, The Centre for Information Technology and Development (CITAD) has condemned attacks on Betta Edu, Sadiya Umar Farouq and Ms Halima Shehu all accused of alleged misappropriation of funds.

According to Zainab Aminu the gender technical officer of The Centre for Information Technology and Development (CITAD) in a statement in Kano, while making reference to the ongoing corruption investigation and charges by EFCC, Zainab Aminu expressed concern over the “disturbing change in direction” the online discourse has taken, focusing on derogatory gender based comments directed on the Betta Edu's gender.

According to Npower News, Zainab Aminu stressed that corruption should goes beyond gender and should not be gender based. The organisation urged for “respect and fair discourse,” focusing on facts rather than harmful stereotypes.

Highlighting the disparity in treatment compared to past male-related scandals, Zainab Aminu emphasized the need for equal treatment within public discourse.

President Bola Ahmed Tinubu also directed the Economic and Financial Crimes Commission (EFCC) to carry out a “thorough investigation” of all the ministry’s financial transactions.” The investigation extended to the entire framework of the National Social Investment Programmes.

According to Npower News, Betta Edu, the office of the Accountant General of the Federation (OAGF) said at the time that such funds were meant to be sent directly from government accounts to the beneficiaries.

Chapter Seven of Section 713 of Nigeria’s Financial Regulations 2009 states that “Personal money shall in no circumstances be transferred into a government bank account, nor shall any public money be transferred into a private account.”

It also added that “Any officer who transfers public money into a private account is deemed to have done so with fraudulent intention.”

Meanwhile, on Npower Facebook, 606 of beneficiaries of Npower batch c voted, out of which 75% of beneficiaries of Npower batch c voted Yes, 15% of beneficiaries of Npower batch c voted No, and 10% of beneficiaries of Npower batch c said they do not care.

According to Npower News, in response to the opinion poll on X, a beneficiary of Npower batch c said, “I am from Cross River State but I frankly do not care about this opinion poll. Let the anti-graft agency do their job. If Betta Edu is found guilty, let her face the music. If Betta Edu is innocent, let her be reinstated. However, let President Bola Ahmed Tinubu also do this to all erring ministers and not just Betta Edu.”

Another beneficiary of Npower batch c believes that: “President Bola Ahmed Tinubu needs Betta Edu, Betta Edu is one of the best Ministers in his cabinet. Betta Edu will come back stronger, bigger and bolder.”

“This administration needs someone as vibrant, sound and engaging who is really ready to carry out any task in alleviating poverty from the nation as Betta Edu who is heading the ministry from the front end unlike other ministries. Betta Edu is clearly living up to expectations,” another beneficiary of Npower batch c, wrote.

President Bola Ahmed Tinubu was sworn in last year promising to clamp down on graft in Nigeria. Within a month of his inauguration, President Bola Ahmed Tinubu suspended the head of the EFCC indefinitely for abuse of office.

President Bola Ahmed Tinubu government said the suspension follows his commitment “to uphold the highest standards of integrity, transparency and accountability” in how Nigeria’s resources are managed.

Meanwhile, Betta Edu’s predecessor, Sadiya Umar Farouq, is also being investigated for alleged embezzlement and misappropriation of public funds during her time as Minister for Humanitarian Affair, Disaster Management and Social Investment Programmes. Sadiya Umar Farouq said that she was going to “offer clarifications in respect of some issues that the Economic and Financial Crimes Commission (EFCC) is investigating.”

Npower was a Federal Government scheme established by President Muhammadu Buhari to alleviate poverty in Nigeria and enable Nigerian youths to be self reliant, independent and employers of labour. Npower was initially a 2 years program but it was truncated by Sadiya Umar Farouq to 12 months for Npower graduate category and 9 Months for the non graduate Npower category, Npower batch c receives a monthly stipend of ₦30,000 and ₦10,000 respectively.
